WASHINGTON — President Trump renewed his pledge Sunday to send $5,000 to every adult U.S. citizen if Republicans keep the House and Senate in the Nov. 3 midterms — and warned of economic catastrophe if Democrats take control.
“If Republicans win the House of Representatives and the Senate in the 2026 Midterm Elections, I’m going to give all Adult Citizens in the United States of America, $5,000,” Trump said in an Oct. 4 Truth Social video, according to the El Paso Times, Newsweek and The Wall Street Journal.
Trump said sending the checks would be a “very easy thing to do for me,” according to the El Paso Times. He warned: “It will be a 1929 disaster if they get in… You will have an economic depression much like 1929” if Democrats win.
The pledge was first made at the RNC’s first midterm convention in Dallas on Sept. 9, framed as a dividend tied to economic performance and funded by “massive amounts of money” from tariffs, according to the El Paso Times.
No legislation, eligibility rules, funding authorization or payment schedule has been provided, according to Newsweek, and the White House has not said which agency would authorize the payments, according to American Star News. With roughly 270 million Americans 18 and older, the cost tops $1 trillion — about $1.2 trillion, per American Star News.
Smaller payments are already moving. On Friday, Trump announced one-time $90 payments to 20.8 million Medicare Part B beneficiaries, funded from the Medicare Improvement Fund, with most arriving by direct deposit on or around Oct. 8, 2026, according to the Journal and a CMS fact sheet. Separately, $500 “Obamacare refund” checks began going out last week to about 950,000 full-price HealthCare.gov buyers, according to American Star News and Fresh Blog News. A Reuters analysis found 71% of that $339 million is going to residents of the 13 states with the most competitive Senate and gubernatorial races — though eligibility is insurance-based, not voting-based, according to American Star News.
Critics on both sides are alarmed. Rep. David Schweikert (R-Ariz.) warned the $5,000 plan could drive interest rates higher, and Rep. Jamie Raskin (D-Md.) called it a “political bribe” in a Sept. 10 CNN interview, according to American Star News. In late 2025 Trump proposed $2,000 tariff-dividend checks and touted a $1,776 “Warrior Dividend” bonus to roughly 1.5 million service members drawn from housing-allowance funds, the El Paso Times reported.
